ONOS-1521 : Supports Leaf-Spine topology (tested with 4 x 4 )
- Supports ECMPNotSupportedInTransitRouter option
- Adds Leaf-Spine config file
- Removes the temporary NetworkConfigHanlder class
- Removes the grouphandler dependency
- Removes the grouphandler app
