Test harness for REST API unit tests

- Unit test for the GET functions of the
  High Level Intents API (/wm/onos/intent/high)

- Test REST API webserver that can be used by
  JUnit tests to launch a web server that will
  respond to REST requests

- Intent mocking class to be shared by all tests
  that use Intents.
