Checkstyle and PMD violations fixed for IControllerRegistryService class.

Missed a couple of Checkstyle problems.

Reapply checkstyle/PMD changes based on new rulesets.

Put 'public' declarations back on methods
Fixed javadoc comment formatting that got mangkled
by idea.
