Topology ProtoBuf refactoring
- Renamed definition and generated file to better explain what it defines.
- RCProtos.java -> Topology.java
- ramcloud.proto -> topology.proto
- Moved generated code to core/datastore/serializers package.
- Add memo about generating Java source from .proto definition.
- Update references
- Updated exclusion rules
