[ONOS-6865] enforcing same label and [ONOS-6895] minimize label swapping

- Re design label allocator to allow several opt. behavior
- Implements NO Swap algorithm in label allocator
- Implements MIN Swap algorithm in label allocator
- Improve unit tests
