[ONOS-6412] allocate resource by Intent.Key
- Allocate resources by Intent.Key instead of IntentId
- ONOS-5808 changed the IntentManager's Intent withdrawal behavior to
release resouces allocated by Intent.Key
(was releasing resource allocated by IntentId)

What is ONOS?
ONOS is a new SDN network operating system designed for high availability, performance, scale-out.

- High availability through clustering and distributed state management.
- Scalability through clustering and sharding of network device control.
- Performance that is good for a first release, and which has an architecture that will continue to support improvements.
