[ONOS-3618] Implement REST API for Meter query, insert, delete

* Implement encode & decode method for MeterBandCodec & MeterCodec
* Implement MetersWebResource
* Add unit test for MeterBandCodec & MeterCodec
* Add unit test for MetersWebResource
* Add meter insertion json example
* Add Swagger doc
