Blew away old version of PIM to restructure.  And:

1) Added packetService to register for PIM packets.
2) Added PIMPacketHandler to process PIM packets.
3) Added NetworkConfig Listener
4) Added PIMInterfaceService / PIMInterfaceManager
5) Added Process incoming hello packets to PIMInterfaceManager
6) Code Review inspired changes
