Move IntentUpdate subclasses to the dedicated package
Resolve ONOS-1051
- Create package "phase" under intent.impl
- Rename IntentUpdate and CompletedIntentUpdate
- IntentUpdate -> IntentProcessPhase
- CompletedIntentUpdate -> FinalIntentProcessPhase
- Loosen method/field visibility as short term hack
