[ONOS-7444] Optimize SONA gw doesn't use vrouter app and quagga anymore
- Done: Deriving MAC address from external peer router, SNAT, Floating IP-based routing, SNAT with VLAN,
        Floating IP-based routing with VLAN
- Todo: GW loadbalancing
