FELIX-4422, FELIX-4423: - made the (re)starting and stopping of Jetty no longer asynchronous; - the deployment/removal of web-app bundles are still done asynchronously as these operations can potentially be time consuming; - all itests still work properly and some smoke tests indicate that both issues are resolved. git-svn-id: https://svn.apache.org/repos/asf/felix/trunk@1567677 13f79535-47bb-0310-9956-ffa450edef68
