FELIX-1626 - Configuration loaded from the etc/ directory are only available after a delay - I think the real fix for this is in FELIX-1628, but various startup problems are also fixed by bumping up the startlevel to an earlier phase. git-svn-id: https://svn.apache.org/repos/asf/felix/trunk@821201 13f79535-47bb-0310-9956-ffa450edef68
