When the framework is stopped, the system bundle (i.e., the framework)
should stay in the RESOVLED state, unlike normal bundles that become
UNRESOLVED and thrown away. To achieve this, Felix should overload
BundleImpl.close() to do nothing. (FELIX-2822)
