[SDFAB-502] Add P4Runtime CLI-based driver and UP4 library

- P4RuntimeCliDriver: A CLI driver based on the P4Runtime-shell. Requires to deactivate colors.
- UP4 library: suite of functions to attach/detach UEs using the P4RuntimeCliDriver
- Forward UP4 port when using k8s environment in the OnosClusterDriver when required
- Create the UP4 component (based on the P4RuntimeCliDriver) in the OnosClusterDriver when required
